Within fifteen days after changing his address, the owner of a vessel with a registration number or registration decal issued by this state shall file with the Commissioner of Motor Vehicles notice in writing of such change. The owner's certificate of number or registration may be altered or the Commissioner of Motor Vehicles may issue a new certificate to indicate the new address.
