(a) A certified competitive video service provider shall make closed captioning available when simultaneously broadcast with video signals carried by the provider.(b) A certified competitive video service provider shall offer the concurrent rebroadcast of local television broadcast channels, or utilize another economically or technically feasible process for providing an appropriate message through the provider's video service in the event of a public safety emergency issued over the emergency broadcast system.(P.A. 07-253, S. 10.)
