Notwithstanding any provision of the general statutes, any member of the armed forces, as defined in subsection (a) of section 27-103, who is on active duty may apply on behalf of such member's spouse or child for any Medicaid home or community-based program in this state for which such spouse or child is eligible.(P.A. 17-127, S. 15.)
