(a) As used in this section, 'structural racism' means a system that structures opportunity and assigns value in a way that disproportionally and negatively impacts Black, Indigenous, Latino or Asian people or other people of color, and 'state agency' has the same meaning as provided in section 1-79. The Commission on Racial Equity in Public Health, established under section 19a-133a, shall recommend best practices for state agencies to (1) evaluate structural racism within their own policies, practices, and operations, and (2) create and implement a plan, which includes the establishment of benchmarks for improvement, to ultimately eliminate any such structural racism within the agency.(b) Not later than January 1, 2024, the commission shall submit a report, in accordance with the provisions of section 11-4a, to the joint standing committee of the General Assembly having cognizance of matters relating to government administration.
