Within six months of October 1, 1977, the Commissioner of Energy and Environmental Protection shall adopt regulations to implement the provisions of sections 22a-1a to 22a-1f, inclusive. Such regulations shall include: (1) Specific criteria for determining whether or not a proposed action may significantly affect the environment; (2) provision for enumerating actions or classes of actions which are subject to the requirements of this part; (3) guidelines for the preparation of environmental impact evaluations, including the content, scope and form of the evaluations and the environmental, social and economic factors to be considered in such evaluations; and (4) procedures for timely and thorough state agency and public review and comment on all environmental impact evaluations required by this part and for such other matters as may be needed to assure effective public participation and efficient implementations of this part.(P.A. 77-514, S. 5; P.A. 11-80, S. 1.)History: Pursuant to P.A. 11-80, 'Commissioner of Environmental Protection' was changed editorially by the Revisors to 'Commissioner of Energy and Environmental Protection', effective July 1, 2011.Cited. 204 C. 38; Id., 212.
