The funds possessed by the Materials Innovation and Recycling Authority, established pursuant to section 22a-260a, shall not constitute surplus revenues and shall be deemed necessary to provide support for the authority's properties systems and facilities, including any environmental remediation of such properties, systems and facilities. Such funds shall not be distributed or redistributed to the users of the authority's services. Users of the authority's services shall be liable for the environmental remediation costs of the authority's properties, systems and facilities if, and to the extent, any funds were distributed or redistributed by the authority to such users on or after January 1, 2023.(P.A. 23-170, S. 11.)History: P.A. 23-170 effective June 29, 2023.
