The Commissioner of Energy and Environmental Protection, in consultation with the Commissioner of Consumer Protection, shall, by regulations adopted in accordance with the provisions of chapter 54, formulate safety education courses for the operation of all-terrain vehicles. The Commissioner of Energy and Environmental Protection may designate as his agent for giving a course any person or organization he deems qualified to act in such capacity.(P.A. 86-249, S. 4, 9; June 30 Sp.
