No military or naval organization shall receive from the state any aid or compensation, except that authorized by the laws of this state and except as hereinafter provided for the organized militia; but this section shall not affect the loan of arms and equipment made by the Adjutant General when authorized by the General Assembly. No breech-loading gun shall be issued or loaned to any organization other than the companies of the organized militia, National Guard or naval militia.(1949 Rev., S. 1305.)
