In accordance with the provisions of section 4-38d, all powers and duties of the Commissioner of Community Affairs under the provisions of sections 7-137b, 8-155 to 8-159, inclusive, and 8-170 to 8-185, inclusive, shall be transferred to the Connecticut Development Commission, and where the words 'Commissioner of Community Affairs' are used in said sections, the words 'Connecticut Development Commission' shall be substituted in lieu thereof.(1971, P.A. 505, S. 1.)
