Notwithstanding any provisions of any statute, special act, charter or ordinance, no referendum or town meeting or similar vote shall be required in connection with the expenditure of public moneys by any city, town, district, metropolitan district, metropolitan district commission, borough, public community, ecclesiastical society, municipal corporation or municipal or political subdivision in connection with the overall project to the extent the secretary or the authority has entered into an agreement providing for the payment or reimbursement of such expenditures.(P.A. 99-241, S. 44, 66.)History: P.A. 99-241 effective July 1, 1999.
