The Secretary of the Office of Policy and Management, in consultation with the Departments of Administrative Services, Developmental Services, Social Services, Aging and Disability Services, Mental Health and Addiction Services, Education, Correction and Children and Families and the Office of Early Childhood, shall create a plan to develop a secure online portal to facilitate sharing of basic critical information across agencies in order to ensure efficient and safe delivery of services. The portal shall include a means for each agency to note when it has performed a site visit or has scheduled a site visit and shall give the individual performing the site visit the opportunity to record notes that can be shared across agencies. Such plan shall: (1) Review the feasibility of using current online portals already utilized by state agencies as well as a new online portal; (2) detail data sharing and privacy requirements for sharing such information across state agencies in accordance with federal and state law concerning data sharing and privacy; and (3) be submitted, in accordance with the provisions of section 11-4a, to the joint standing committees of the General Assembly having th federal and state law concerning data sharing and privacy; and (3) be submitted, in accordance with the provisions of section 11-4a, to the joint standing committees of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies and human services not later than July 1, 2024. For purposes of this section, 'site visit' means any meeting with a client or an inspection that occurs outside the physical offices of the state agency providing the service or conducting the inspection.(P.A. 23-137, S. 13.)History: P.A. 23-137 effective July 1, 2023.
