Any appropriation for a fiscal year of a biennium shall be available for commitment fifteen days before the beginning of the fiscal period for which such appropriation was made, provided the Comptroller shall have on file an allotment covering such commitment, but no commitment thus effected shall be liquidated before the beginning of such fiscal period.(1949 Rev., S. 270; 1961, P.A. 464; 1971, P.A. 1, S. 14; June Sp.
