Not later than January 1, 2017, the Department of Children and Families and the Judicial Department shall:(1) Develop, provide and monitor the training of their staffs on policies and practices in secure and congregate care settings that promote deescalation and monitor and track successful and unsuccessful deescalation efforts employed in such settings;(2) Collect baseline data on the number and rate of arrests in secure and congregate care settings based on a child's race and gender and whether the child is considered to be at-risk for recidivism; and(3) Track and analyze the recidivism rates of all children who have involvement with the juvenile justice system.(P.A. 16-147, S. 16.)History: P.A. 16-147 effective June 10, 2016.
