The Commissioner of Housing may, in accordance with regulations adopted in accordance with chapter 54, permit any eligible developer to charge a developer's fee in connection with the construction, renovation or rehabilitation of low and moderate income housing for which the eligible developer applies to the commissioner for state financial assistance under any program administered by the commissioner.
