There is established a 'Senior Citizen Emergency Home Repair and Rehabilitation Fund'. The fund shall be used to make low interest loans or deferred loans authorized by sections 8-219b and 8-219c, and for expenses incurred by the Commissioner of Housing in the implementation of the program established by this section and sections 8-219b and 8-219c.
