The Department of Labor may receive such gifts and donations as may be offered unconditionally or under such conditions as in the judgment of such Department are proper and consistent with this chapter. All moneys received as gifts or donations shall be deposited in the State Treasury and shall constitute a special fund to be used by the Department in carrying out the purposes of this chapter.
