(a) Every qualified elector who is a resident of this State and who is not registered may, as an alternative to other methods of registration, apply to the Department by mail, telephone or in person, for registration forms. Within 3 days, the Department shall mail the required forms and a set of instructions to the applicant. (b) If a person applies for registration by mail for someone other than himself or herself, that person shall give the name and address of such person and shall sign an appropriate form declaring that the person is requesting such registration forms be mailed to the applicant. (c) The Department shall perform the same duties in regard to these registration forms as it is required to do with other applications for voter registration. (d) The Department shall accept any voter registration application, application for an absentee ballot, or any federal write-in absentee ballot promulgated in accordance with federal law as an application to register to vote.
