§ 4738

(a) Persons registered to prescribe, manufacture, distribute or dispense controlled substances under this chapter shall keep records and maintain inventories in conformance with the record-keeping and inventory requirements of federal and state law and with any rules the Secretary issues. (b) Controlled substances in Schedules I and II shall be distributed by a registrant to another registrant only pursuant to an order form.
