§ 6603

(a) The Commission shall elect a Chairperson and Vice Chairperson from among its Commissioners and shall hold regular meetings at least once a month. Special meetings may be called by the Chairperson, by the Vice Chairperson in the absence of the Chairperson, or by 3 Commissioners. (b) No business shall be transacted by the Commission in the absence of a quorum which shall be 4 Commissioners, 1 of which must be the Chairperson or Vice Chairperson.16 Del.
