(a) The Department shall prescribe such regulations as may be necessary to fully implement this chapter. (b) Regulations prepared by the Department under this chapter shall be subject to review and comment by the Advisory Council and shall otherwise be promulgated in conformity with the Administrative Procedures Act, Chapter 101 of Title 29.
