(a) As used in this chapter: (1) 'Board' means the Industrial Accident Board. (2) 'Department' means the Department of Labor. (3) 'Employer' includes any person, excepting those provided for in subsection (b) of this section, acting directly or indirectly in the interest of any employer in relation to any employee but shall not include the United States or the State or any political subdivision thereof.
