Statement of purpose This chapter is intended to direct employers that meet the qualifications of this chapter to provide at least 60 days' advance notice to the Department of Labor Division of Employment and Training of mass layoffs, plant closings, or relocations. The intent is to provide dislocated workers the rapid response services and benefits that are due to them through the Department of Labor and other service providers. The desire of the Department is to assist dislocated workers to return to work as quickly as possible with minimal disruption to their economic well-being.81 Del. Laws, c. 312, § 1;
