The Department shall not grant an application for the registration of a motor vehicle when: (1) The applicant is not entitled thereto under this title; (2) The applicant has neglected or refused to furnish the Department with the information required in the appropriate official form or to give reasonable additional information required by the Department; (3) Fees required therefor by law have not been paid; (4) The vehicle is in an unsafe and unfit condition to be operated upon the highways of this State and when it is not equipped in the manner provided by law.36 Del.
