(a) No vehicle shall be driven or moved on any highway unless it is so constructed or loaded as to prevent its contents from dropping, sifting, leaking or otherwise escaping therefrom. (b) Whoever violates subsection (a) of this section shall for the first offense be fined not less than $10 nor more than $28.75.
