Subject to the limitations and restrictions contained in this chapter, the council shall on behalf of the unit owners: (1) Have power to manage the business operations and affairs of the property and for such purposes to engage employees and appoint agents and to define their duties and fix their compensation, enter into contracts, leases and other written instruments or documents and to authorize the execution thereof by officers elected by the council; and (2) Have such incidental powers as may be appropriate to the performance of their duties.25 Del.
