(a) Upon being served with a notice of appeal pursuant to § 113 of this title the Director, or the Director's designee, shall certify to the court the record of the proceedings to which the petition relates, if one exists. (b) The petitioner shall pay all costs associated with the preparation and certification of the record pursuant to this section, which shall be paid upon the conclusion of the proceedings at the direction of the court.76 Del.
