Horse racing for stake, purse or reward at and upon a race track of no less than 5/8 of a mile in circumference may be conducted in Kent County subject to this chapter. Such horse racing may be conducted during either daylight or evening hours, or both.28 Del. C. 1953, § 401; 56 Del. Laws, c. 119.;
