The General Assembly declares all of the following: (1) The possibility of an emergency event exists that may result in the death or inability to act of a large proportion of the membership of the General Assembly. (2) To comply with existing legal requirements pertaining to the General Assembly during an emergency event would be impracticable, would cause undue delay, and would jeopardize continuity of operation of a legally constituted General Assembly.
