In the event of an emergency event, all of the following apply: (1) Quorum requirements for the General Assembly are suspended. (2) If the affirmative vote of a specified proportion of members for approval of a bill, resolution, or other action would otherwise be required, the same proportion of those present to vote on the bill, resolution, or other action is sufficient.29 Del.
