(a) The Secretary of State shall have a seal of office. All marriage licenses shall be under the Secretary's seal, shall be signed by the Governor and countersigned by the Secretary. Copies of records and other papers of the Secretary's office authenticated by this seal or by the Great Seal shall be evidence. (b) The Secretary of State may from time to time replace the seal or seals of the Secretary's office.
