The following positions and administrations set forth in this chapter shall be exempt from Chapter 59 of this title: (1) Secretary of the Department of Transportation; (2) Director of the Transportation Authority; (3) Director of the Division of Highways; (4) Director of the Office of Administration; (5) Head of the Office of Financial Management and Budget; (6) Chiefs of such other divisions or administrations as may be established by the Secretary with the written approval of the Governor; and (7) Head of the Office of External Affairs.
