The Secretary shall enforce this chapter and shall, within the limitations of available appropriations, and in accordance with the laws of this State: Employ and fix the duties and compensation of inspectors and other personnel necessary to effectuate this chapter; and shall make such reasonable rules and regulations as may be necessary to effectuate and enforce the policies of this chapter.6 Del.
