The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them except where the context clearly indicates a different meaning: (1) 'Department' shall mean the Department of Natural Resources and Environmental Control. (2) 'Federal Emergency Management Agency' ('FEMA'): the federal agency with the overall responsibility for administering the National Flood Insurance Program. (3) 'Flood' or 'flooding': a general and temporary condition of partial or complete inundation of normally dry land areas from the overflow of inland or tidal waters, and/or the unusual and rapid accumulation or runoff of surface waters from any source. (4) 'Secretary' shall mean the Secretary of the Department of Natural Resources and Environmental Control. (5) 'State' shall mean the State of Delaware.78 Del. Laws, c. 183, § 1;
