§ 4402

The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them except where the context clearly indicates a different meaning: (1) 'Department' shall mean the Department of Natural Resources and Environmental Control. (2) 'Federal Emergency Management Agency' ('FEMA'): the federal agency with the overall responsibility for administering the National Flood Insurance Program. (3) 'Flood' or 'flooding': a general and temporary condition of partial or complete inundation of normally dry land areas from the overflow of inland or tidal waters, and/or the unusual and rapid accumulation or runoff of surface waters from any source.
