(a) A temporary emergency variance may be granted by the Department: (1) If a severe hardship would be caused by the time period involved in obtaining a full variance. (2) If the emergency is of an unforeseen nature so as to preclude a full variance because of time limitations. (3) If all conditions comply with those required for a full variance. (4) For a period not to exceed 60 days, not to be extended more than once. (b) The granting of any temporary emergency variance shall be published within 5 days of the granting in a newspaper of general circulation once a week for 2 weeks in the county where the applicant resides.63 Del.
