12. Rules. The Mayor, pursuant to subchapter I of Chapter 5 of this title [§ 2-501 et seq.], shall issue rules to implement the provisions of this subchapter. The rules may: (1) Provide for criteria under which a line of credit issued by a financial institution to a small business, a medium-sized business, or a nonprofit organization qualifies to participate in the program; and (2) Authorize a consortium of financial institutions to participate in the program subject to common underwriting guidelines.
