Applicability Congress enacted the District of Columbia Civil Commitment Modernization Act of 2004 (Public Law No. 108-450, H.R. 4302) on December 10, 2004. Therefore the amendments to this section by Section 3 of D.C. Law 14-283 have been implemented. Section 3 of D.C. Law 14-283 provided that the amendments made to this section shall apply upon the enactment of legislation by the United States Congress.
