13. Immunity. A person who is a member of a board, a staff member supporting a board, or a legally authorized agent of a board acting without malice and in the furtherance of their duties shall have immunity from civil liability for investigating, prosecuting, participating in a hearing, or otherwise acting on an allegation of a ground for board action.
