15. Report by the [Department of Employment Services]. The Department of Employment Services shall prepare and submit to the Mayor and Council, annually, a report of this chapter’s economic impact on the private sector. Among other things, the Department of Employment Services shall obtain a sample of statistics on District businesses to determine: (1) The compliance level of businesses; and (2) Whether companies are utilizing staffing patterns to circumvent the intention of this subchapter.
