04. Rules. (a) The Mayor may, pursuant to subchapter I of Chapter 5 of Title 2, issue rules to implement this chapter. (b) The rules issued pursuant to § 41-138, shall remain in effect, unless inconsistent with this chapter, until repealed or amended pursuant to this section. (Nov. 13, 2021, D.C.
