04. Duties of the Advisory Council. Each calendar year, the Advisory Council shall submit to the Council a 6-month preliminary report and an annual comprehensive report on: (1) Policy and legislative recommendations related to how the District can help stabilize, strengthen, and preserve existing LECs, as well as how the District can best support the formation of new LECs; (2) Funding options and sources to assist in the formation of new LECs and to provide technical support and assistance to LEC members and LEC boards in the District; (3) How to establish appropriate government oversight to ensure that LEC boards have the necessary financial and structural management resources to help them succeed and prosper; and (4) Any other identified needs or requirements for the successful formation and preservation of LECs in the District. (Feb. 23, 2023, D.C. Law 24-243, § 5, 69 DCR 15091.) Applicability Section 7283 of D.C. Law 25-217 repealed section 6 of D.C. Law 24-243 removing the applicability provision impacting this section. Therefore the creation of this section by section 6 of Law 24-243 has been implemented. Section 7283 of D.C. Act 25-506 repealed section 6 of D.C. the applicability provision impacting this section. Law 24-243: § 6 of D.C. Law 24-243 provided that the creation of this section by § 5 of D.C. Law 24-243 is subject to the inclusion of the law’s fiscal effect in an approved budget and financial plan. Therefore that amendment has not been implemented.
