Rules. The Department of Energy and Environment, pursuant to subchapter I of Chapter 5 of Title 2, shall issue rules to implement the provisions of this chapter, including rules to interpret § 8-521(2); provided, that rules to interpret § 8-521(2) shall be made in consultation with the District of Columbia Water and Sewer Authority.
