(a) A chairman and vice chairman shall be elected at the first meeting of each calendar year.(b) The director of the Administrative Office of the Courts or his designee shall serve as secretary to the council.(c) A simple majority of the members of the council shall constitute a quorum for the transaction of business.(d) The council shall maintain minutes of its meetings and such other records as it deems necessary.(e) The council shall report at least annually to the Governor and to the General Assembly as to its activities.
