Short Title. This Act shall be cited and known as the Guam -U.S. Military Advancement ( >GUMA=) Commission Act of 1998. § 1401. Guam -U. S. Military Advancement Co mmission Created. The ' Guam -U.S. Military Advancement (‘GUMA’) Commission' (‘GUMA Commission’ ) is create d, as an integral part of the Office of I Maga’lahen Guåhan, for the purpose of studying, investigating and developing a mutually satisfying strategy for the enhancement and growth of the U.S. Military’s activities, involvement, participation and integrati on within the social, political and economic fabric of Guam, consistent with U.S.

Composition of GUMA Commission. (a) The GUMA Commission shall be composed of nine (9) members t o be appointed by I Maga’lahen Guåhan , with the advice and consent of I Liheslaturan Guåhan . (b) The chairperson of the GUMA Commission shall be elected by a majority of the members. (c) The term of the GUMA Commission members shall be for five (5) years, which shall be the life of the GUMA Commission. (d) The composition of the GUMA Commission shall include two (2) representatives from I Liheslaturan Guåhan , one (1) each from the majority and minority parties represented in I Liheslaturan Guåhan ; one (1) COL1201061GCA GENERAL PROVISIONS CH.14 GUAM -U.S. MILITARY ADVANCEMENT COMMI SSION 2representative from the Office of I Maga’lahen Guåhan ; one (1) representative from the Mayor=s Council ; one (1) representative from the Guam Chamber of Commerce ; one (1) representative from the National Association of

he Office of I Maga’lahen Guåhan ; one (1) representative from the Mayor=s Council ; one (1) representative from the Guam Chamber of Commerce ; one (1) representative from the National Association of Uniform Services ( >NAUS=); one (1) repr esentative from Veteran=sorganizations on Guam; and the remaining two (2) members shall be selected from the general public . At least one (1) member of the GUMA Commission shall be a female . (e) Members of the GUMA Commission shall be compensated in the amount of Fifty Dollars ($50.00) for attendance at each meeting, such compensation notto exceed One Hundred Dollars ($100.00) per month. Each member of the GUMA Commission shall be authorized for reimbursement of reasonable expenses, including, but not lim ited to, travel and per diem allowances. § 1403. Development of Guam -U.S. Military Advancement Plan. Within ninety (90) days from the enactment of this Act, the GUMA Commission shall develop a >Guam -U.S. Military Advancement Plan = addressing, but not l imited to, development, growth and enhancement of the U.S. Military =s activities, involvement, participation and integration within the social, political and economic fabric of Guam that

S. Military defense mission. § 1404. Develo pment of Economic Enhancement and Growth Plan. Concurrent with the development of the >Guam -US Military Advancement Plan, =as mandated in § 1405 herein, the GUMA Commission shall develop an >Economic Enhancement and Growth Plan, =addressing, but not limit ed to, the stabilization and diversification of the economic base of Guam from that of a single base economy to that of a diversified, multi - based economy. § 1405. Duties and Powers of Officers. The chairperson of the GUMA Commission shall preside at all meetings of the GUMA Commission; shall sign all documents for, and on behalf of, the GUMA Commission, unless said GUMA Commission delegates that power in any case, or cases, to the chief executive officer; and shall generally be responsible for the manner i n which the studie s, strategies and investigations of the GUMA Commission are carried out, and the reports thereof made to I Liheslaturan Guåhan , as

Powers of GUMA Commission.COL1201061GCA GENERAL PROVISIONS CH.14 GUAM -U.S. MILITARY ADVANCEMENT COMMI SSION 3The GUMA Commission may: contract for equipment, rental space and all other property and facilities necessary, or desirable, to carry out its functions; obtain personal services as may be required, in the judgment of the GUMA Commission; contract for the conduct of the studies, strategies and investigations referred to in this Act, either in whole or in part; and employ legal counsel, consultants and other personnel to the extent desired to assist in carrying out the GUMA Commission =s duties and responsibilities. § 1407. Negotiation Powers Authorized. The GUMA Commiss ion, represented by the chairperson or a membe r designated by a majority vote of the GUMA Commission at a duly called and authorized meeting, is hereby authorized to negotiate with officials of the Federal government, as well as officials of the Military C ommands for the successful pursuit of

Report Required. No later than April 30, 1999, the GUMA Commission shall prepare, and file with I Liheslaturan Guåhan , its final ‘ Guam -U.S. Military Advancement Plan’ and ‘ Economic Enh ancement and Growth Plan’ mandated in this Chapter to study, investigate and develop a mutually satisfying strategy for the enhancement and growth of the U.S. Military’s activities, involvement, participation and integration within the social, political an d economic fabric of Guam that is compatible with the U.S. Military defense mission for presentation to the President and the U.S. Congress, the Military Commands and through these channels, which may be expected to be interested in the issues involved. In terim reports shall likewise be made to I Liheslaturan Guåhan detailing, from time to time, the progress of the development of the plans. ----------
