(a) There is hereby created within the Guam Polic e Department of the territory of Guam the Civilian Vo lunteer Police Reserve, which shall be headed by the Chief of Poli ce, hereinafter referred to as the Chief of Police. (b) The Chief of Police, subject to the advice and control of the Governor, shall be responsible for carrying out the purpose of this Chapter, and shall have such additional o as the Chief of Police. (a) The Chief of Police shall recruit on an entirely volunteer basis, local residents who desire to make available their services to assist the Guam Police Department in carrying ou t its crime prevention, fire control and emergency functions. Training, Equipping and Maintenance of Rec ords . (a) Training for the Civilian Volunteer Police Rese rve members shall be conducted pursuant to the provision of the Peac e Officer Standards and Training (POST) Commission in Chapter 51 of 17 GCA. Initial training requirements shall be identical to those required of Guam Police Officer cadets. (d) Any member of the Civilian Volunteer Police Res erve who has not met the minimum qualifications/certific ations for firearms safety and proficiency, physical fitness, recruitment clearances (police, court, etc.), and background ch ecks shall not be allowed to serve in the Civilian Volunteer Polic e Reserve. Whenever either the police or fire units of the Civ ilian Volunteer Police Reserve, and the members thereof a re rendering assistance to the police or fireman, as the case ma y be, such volunteers shall have the same powers, duties, righ ts (including coverage under the Worker’s Compensation Act), priv ileges and immunities, as if they were paid, full-time members of the Guam Police Department, except that they shall earn recr uitment credit for services performed as volunteers. (a) The Guam Police Department (GPD) may employ CV PR Officers on a temporary, full-time basis, if such O fficers are active members and have attained at least two thousand eighty (2,080) cumulative service hours, if a critical need arises because of military activation of police officers or absence d ue to a long-term disability status which has been certified by a med ical doctor.
