As used herein, unless otherwise indicated: (a) Authority means the Port Authority of Guam. There is hereby established the Port Authority of G uam as a public corporation and autonomous instrumentality of the g overnment of Guam, which shall provide for the needs of ocean commerce , shipping, recreational and commercial boating, and navigation of the territory of Guam. The Authority shall have perpetual succession unless sooner terminated by law and shall adopt a seal and sue or be sued in its own Corporate name. (d) Maintain constant review and evaluation of the planning, promotion, development, construction, alteration, m aintenance and operation of the port facilities, any of which acti vities the Board may delegate to the Manager. (a) Pursuant to the provisions of 4 GCA §§ 4104 and 4105, the Board shall establish, and may amend, rules and reg ulations governing selection, promotion, performance evaluation, demot ion, suspension and other disciplinary action for the employees of the Authority. Such rules and regulations shall be effective upon approval by the Civil Service Commission before implementation.

(a) (1) There is hereby established, under the dire ction of the Authority, a Port Authority Police which shall be r esponsible for the protection of persons and property at the Port Auth ority of Guam and all related facilities, and which shall coordin ate its activities with the Guam Police Department, which shall have c oncurrent jurisdiction therewith. (2) The Board, pursuant to the Administrative Adjud ication Law, shall adopt reasonable rules and regulations r egarding its personnel, which rules and regulations shall be con sistent with the provisions of Title 4 of this Code. (b) Members of the Port Authority Police, while on Port grounds and acting within their official capacity, shall ha ve the powers of peace officers,
