Any person, group, club or association desiring to engage in vehicle speed or acceleration contests on public or private property shall make application to th e Director for a permit for any such contest. The permit herein provided may contain, but should not be limited to, conditions as to the location of such contests, safety regula tions, supervision and speed limitations. Issuance of any permit under the foregoing section shall not in any way cause the Government to be liable for accidents or injuries occurring in any authorized speed or acceleration contest.
