The Legislature is aware of a growing problem that principals in our public schools have encountered over the years in reference to funding and purchasing of small miscellaneous items for the school’s need s. This problem is primarily a factor of the lengthy procurement process which principals and other public school administrators have to go through in requesting necessary materials and supplies. In order to immediately address the funding of th ese miscellaneous items for the principals and to reduce the excessive number of requests submitted to the Department ’sProcurement Office, the Legislature desires to create a principal’s fund, primarily for funding these year-round items which address imm ediate small problems. § 10102. Creation of Y Kuentan Salappe’ Prinsepat (Principal’s Fund). There is created a fund to be known as the 'Y Kuentan Salappe’ Prinsepat', which is an allocation to each public school in the amount of Fifty Dollars ($50.00) per student enrolled in each respective school, placed under the control of the

The appropriation request for Y Kuentan Salappe' Prinsepat shall be included in the budget request for the Office of the Superintendent of Schools, and shall belisted as individual requests under each school's budget. § 10104. Receipts and records of the purchase of the items shall be made into a balance sheet and submitted to the Di rector of Education on January 15, April 15, June 15 and September 30 of each year. If any principal is unable to provide receipts or proof of expenditure of funds, this shall subject the principal to civil or criminal penalties. The principal of each scho ol will be held personally liable for any unaccounted funds. Inability of any principal to account for the expenditures of these funds, or the spending of the funds for unauthorized purposes, shall be reported to the Attorney General's office for dispositi on, and shall subject the principal to disciplinary action if warranted. The level of yearly funding in the Y Kuentan Salappe' Prinsepat may change upon Legislative appropriation. § 10107. Appropriation. The amount of One Million Six Hundred Ninety -one Thousand One Hundred Fifty Dollars ($1,691,150) is hereby allotted to the fund 'Y Kuentan Salappe' Prinsepat', established pursuant to Section 10102 of COL 11060917GCA EDUCATION CH.10YKUENTAN SALAPPE ’PRINSEPAT 3Chapter 10, Title 17 of the Government Code of Guam. Those schools with enrollments of One Hundred (100) to Five Hundred (500) students will be allocated funds for Five Hundred (500) students. Schools with enrollments of Five Hundred One (501) or greater will be allocated funds based on actual enrollment. Within the Fiscal Year 1997 Office of the Superintendent of Schools 'Y Kuentan Salappe’ Prinsepat' budget category are funds allotted at a rate of Fifty Dollars ($50) per student with the exception of the following schools with student populati ons at less than Five Hundred (500) which will receive

Johnson (416) funding for Salappe' Prinsepat. The funds shall be made available in two installments, payable in an amount equal to the number of students officially registered at each school as reported in September and February, excep t for schools stated above.
