(a) The Legislature finds that there is need for the governing boards of Guam's educa tional institutions to communicate and discuss in joint open meetings those educational concerns that touch on all bodies, and that by requiring a minimu m number of Joint Board meetings the board members will have the opportu nity to consider and decide approaches by which educa tional issues and problems can be most efficiently solved. (b) The Board of Regents of the University of Guam, the District Board s of Education and the Board of Trust ees of the Guam Community College shall hold at least two (2) joint open meetings per year for the purpose of coordi nating their activities and facilitating the solution of problems of mutual concern. (d) The Chairman of the Board of Regents of the Unive rsity of Guam, the Chairman of the District Boards of Educa tion and the Chairman of the Board of Trustees of the Guam Community College shall serve alternately , insofar as possi ble, as Joint Meeting Chairman, beginning with the Chair - man of the Board of Regents. Financial Impact. As each of the joint meet ings provided for by § 16150 of this Chapter, those assembled shall discuss as agenda items the following: (a) the financial concerns of the three (3) institutions as they interrelate. (b) the possibility of consolidating programs to achieve greater economy; (c) an assessment of the needs relating to existing programs in term s of the manpower needs of the Territory; (d) policies concerning proper utilization of resources by the three (3) institutions; (e) review and assessment of academic, administrative and other programs periodically; when appropriate discon tinuation of those programs that are no longer relevant and encour agement of the development of new programs that serve current needs; and (f) other items the board may desire to discuss. § 16A103. The Board of Regents of the University of Guam, the District Boards of Education and the Board of Tr ustees of the Guam Commu nity College shall: (a) determine if a certificate issued by any state or territory of the United States should be recognized and suffice for issuing a similar certificate to work in the public schools in Guam. (c) establish criteria for professional educa tion practices including, but not limited, to the following: (1) professional performance and continuance in professional services, (2) teacher certification, and (3) educational consultants; (d) p rovide recommendations to educational institu tions or to professional organization of educators which will promote improvement of the education profession but it may not be a party in any labor negotiation or disputes; (e) adopt, pursuant to the provision s of the Administra tive Adjudication Act, such rules and regulations required for performance of its duties not inconsistent with the laws of Guam; and (f) levy fees for teachers' certificate and renewals in accordance with the regulations of the Joint Bo ard. lations required for performance of its duties not inconsistent with the laws of Guam; and (f) levy fees for teachers' certificate and renewals in accordance with the regulations of the Joint Bo ard. The fees collected shall be used to defray the administrative expens es of administering a basics skills test to educators. (g) Funds appropriated to provide loans and profes sional and technical awards and which are not totally expended may be used in succeeding years so as to increase the number of annual awards. The awards provid ed in this Chapter are subject to the following limita tions: (1) The applicant must be a bona fide resident of Guam and a United States citizen or a permanent resident al ien and must have achieved an overall grade point average of 3.0 or its equivalent in such appli cant's undergradu ate studies if pursuing an academic gradu ate degree, or an irrevocable letter of acceptance from an accredited professional school. (2) the applicant must agree that after completion or termination of the course of studies for which the award was granted, such applicant return to work on Guam for a period of one (1) year for each Three thousand Dollars ($3,000) received ompletion or termination of the course of studies for which the award was granted, such applicant return to work on Guam for a period of one (1) year for each Three thousand Dollars ($3,000) received under the award. (4) The colleges or un iversities must be properly accredited and must be approved by the Board; pro vided, however, that no award shall be granted for studies at an off -island institution in a specific academ ic program that is available at the University of Guam. (5) The Board shall select the recipients of the awards upon the basis of scholastic ability , financial need, aptitude and health as well as the likelihood of the recipient returning to Guam to fill its professional needs. In determining financial need, the applicant m ust complete an application form of Federal Student Aid (AFSA) as documentary evidence of need. ----------
