There is wi thin the University of Guam a Legislative Re search Bureau for the use of the Legislature under such regulations as the Direc tor of the Bureau, with the approval of the Committee on Rules of the Legislature, may from time to time provide. Purposes of Bureau. The purpose of the Legisla tive Research Bureau shall be : (a) T o assist the senators of the Legislature in the proper performance of their duties by providing them with impar tial and accurate information and reports concerning legislative problems that come or may come before them; (b) T o provide a comprehensi ve research and reference service on legislative problems; (c) T o secure and compile reports of the various

Neither the per son in charge nor any employee of the Bureau nor any official assigned to work with the Bureau shall reveal to any person outside of the Bureau the contents of any request or statement for servic es, except upon request of the person making such request or statement. Neither the person in charge nor any employ ee of the Bure au shall urge or oppose any legislation nor give to any senator advice con cerning the legal, economic or social effect of any proposed bill, except upon the request of such senator . The director , with the approval of the Committee on Rules o f the Legisla ture, shall appoint such technical, clerical and stenographic assistants as may be necessary , which assis tants shall be members of the classified service of the Government.
