Definitions. As used in this Divi sion unless otherwise indicated: (a) President means the administrative head of the Guam Community College. (b) Guam Community College means both secondary and post - secondary career and technical education. (c) Board means the Board of Trustees of the Guam Community College. (d) Trustee means a member of the Board. (e) Cross Enrollment means horizontally and ve rtically articulated current enrollment in more than one (1) educa tional institution with the approval of the

This Division shall be con strued in accordance with the following statement of legislative intent. It is the legisla tive intent in enacting this Division to: (a) consolidate and strengthen many of the existing manpower training programs ad minis tered by the govern ment of Guam under one (1) governing board to avoid expensive duplication of functions; (b) expand and strengthen career education within the T erritory; (c) expand short -term and extension pro grams in skill training; and (d)strengthen the formal secondary and post -secondary education program in the career and technical fields .
